Much smaller companies than H&K have gotten around our ridiculous import laws, at this point it's H&K refusing to rather than it being our fault. They'd rather bring in crippled mp5ks to make a quick buck than put in half the effort other foreign companies do.

A read-write RFID would mean entire service and use history can be attached to each physical gun. The flexibility could be a really nice thing. Armorers should be a little worried though, they are losing control of the record system to higher-ups, guns will be floating in and out and move to bigger repair centers.
