It's possible to produce an EMP. They usually come in the form of lightning strikes.
You can construct a grenade that also produces an EMP, but it's likely that the explosive force of the grenade exceeds the range and power of the pulse, so there's no point. Might as well just use fragmentation.
The other way of producing an EMP is with nukes. You just don't hear a whole lot about it because we never detonated a nuke in an area where that would actually matter. But in any case, it's most likely the same story with the grenade. Why cause an EMP when you can just kill them?
