The problem with dragons is that since there is no numeric data about them, we can only speculate, or in other words, wathever fits your story because you could claim that dragons are demigods and still be right and claim that dragons would get rekt easily and still be right.

In Shadowrun this is explicitly spelled out, they have a power called dragonspeak, that's a sort of telepathy. Most dragons also have a personal assistant because dragonspeak doesn't work on anything they don't have line of sight on. So when they go on TV or something like that, they dragonspeak to the PA, and the PA talks to the camera/microphone/what have you.
