Air rifles are indeed weapons. Even the 12 foot pound (16J) ones are enough to hunt small game with, and there are air rifles that will punch through a cinder block (Daystate Wolvering in .303, Benjamin Bulldog .357, and others), and people hunt big game with them( think Bears).

Mostly a gimmick unless you live in a place where the powerful ones are not considered firearms.
In Canada, for instance, anything that shoots over 500fps is a firearm whether it's air or powder-powered, so you really don't see those crazy high-caliber hunting airguns around unless the owner is specifically into them. Since you need a license anyway, it's cheaper just to get a proper rifle.

Honestly been looking at getting a pellet gun to use for removing squirrel and duck from the back yard. FPS is meaningless, because different pellets have different weight.
For shooting birds (unless we're talking vultures or some shit), a .177 that puts out 12 foot pounds (16.3 Joules) will be enough, especially if you use something like H&N Baracuda Hunter Extreme (Hollow Points with the ballistics of domed pellets, but as pellets go, they're expensive fuckers - you can check out this video here of what a .177 baracuda HE does to a rabbit when fired from a HW100 - 12 fpe pcp rifle: https://www.youtube.com/watch?v=_vt_wpOyzYs )
