That's one of the problems with Fallout 3 and 4 is that they have no backing whatsoever as the original people who used them (Hub town) only backed them.
In a real SHTF scenario, most people would be bartering. Gold and silver could be used simply because the fact they're shiny and everyone know they're tangible objects. Playing cards much less so since they're everywhere.
Stuff like food, water, ammo, guns, clothes, building material, electronics, and other useful items would be preferred.
