Best bet is to just go for building a featureless AR. Mini 14s are legal because they are considered featureless in their stock configuration.
Put a non-retarded but ca-legal stock on your AR (like the hera arms stock)

Are the Kel-Tec SU-16 CA models still legal? They are what the Mini-14 used to be, a cheap AR alternative. Now Ruger realized they can capitalize off of cuck states so a new Mini-14 is closer to 1k. Still you can find deals on it elsewhere if you really like the looks and stuff.
I had one that was a blast. 16in barrel, no flash hider. Shot cheap shit ammo all day but I did have a few issues with keyholing and the muzzle flash was insane. Might just be because I fed it shitty ammo. Also, I'd venture out to say it was louder than any AR I shot and had a little more kick. Then again I've never owned any AR's.
