Most people are law-abiding citizens.
Also, it's not something that happens overnight. It's like import bans or environmental restrictions or whatever. There's an initial bunch of people who will comply, but of those that don't, eventually the offending items will decay and not be replaced or serviced. In general, laws banning or restricting items take a while to come into effect for this reason, only a madman would think you could just erase an entire class of item instantly. Additionally, grandfathering is generally a thing.
Like, say cars with bad emission ratings are banned. Cash For Clunkers II will get some initial pile off the streets. The average car only lasts like 5 years before being replaced (remember, most people are not enthusiasts, you might have your daddy's 60s ford pickup but 90% of people trade in their Civic for another slightly newer Civic every two years) so most of the offending cars will eventually just fall off the market as parts become unavailable and the number of people willing to service them diminishes.

Restrict features, because unlike the average idiot browsing arfcom, they actually know what's feasible and do that instead of drafting up plans to have the National Guard go door to door seizing guns. SBR laws are a good example. It's bullshit, but it's small enough that people won't do much more than grumble, and it fucks with people who own guns.
All that said, american gun laws are garbage and make no sense, and US laws in general are mostly poorly written and clearly put in place in direct response to something as opposed to trying to establish general rules. Again, like SBRs. A stopgap solution to a problem no one had.
