If it's 2x Block 3F F-35As with a total of 8 AMRAAMs vs 1x F-22, I'd probably put the money on the F-35s. It'd largely depend on how effective AMRAAMs are against the F-22's stealth, kinematics and EW, but even if they only had a 0.1 pK, the combined 8 missiles of the F-35's would have a ~57% chance of killing the F-22. The reason I put my money on the F-35s is simply because they'll be able to detect and launch missiles at the F-22 well before the F-22 can do the same; both jets will likely only be valid targets to each other's radars within visual range, but the F-35 has its DAS and EOTS to get a lock from further out.
If the F-22 can get close enough to use its AIM-9Xs, the F-35s are probably dead and the Raptor is the victor.
If it's some BFM / ACM training, or if the Raptor doesn't have Sidewinders for some reason, then it'd probably fall back in favour of the F-35s - the F-22 is considerably more manoeuvrable, but having to simultaneously defeating two adversaries drops the F-22's odds quite a bit.

I'm betting that it's unrelated to Trump, but we don't really know yet, because we don't know what the $600 million reduction is relative to.
If the $600 million is just every F-35 in LRIP 10 being ~$6.67 million cheaper on average than in LRIP 9, then that was already planned (jets in LRIP 10 have previously been said to be 6-7% cheaper on average than in LRIP 9) and would therefore be unrelated to anything Trump's done or said.
If the $600 million is a cost reduction from an earlier / draft LRIP 10 contract, then sure, Trump and Lockheed would likely have made some sort of deal.
