The generals for the most part were fine, however they took their early victories as a staple of what further warfare would be like.
Furthermore, nobody expected Russia to be able to field over 500 divisions.
The first half of WW2 was most nations getting BTFO by Germany, then reassessing, rearming and re-evaluating, all the while Germany was pouring manpower and resources into the Russian colossus.
Yes there was a sense of superiority by the generals, but political infighting and intervention did far more damage to their war infrastructure, for example only Hitler being able to command the SS Panzer Divisions in France into battle at Normandy which was crucially delayed because nobody wanted to wake him up.

What if instead of trying to conquer Europe by force they used some kind of banking conspiracy. Get all of the nation's to sign up for a market alliance with integrated trade standards. Then propose the adoption of a common currency to further facilitate trade. The natural leader of such a market alliance would be the strongest economy in the block, Germany. Then once all of the other nations are locked into the same economic and financial system replace all of the meaningful beaurocracy at the national level with European level counterparts staffed by Germans. This will be especially effective if the second strongest economy in europe wants to run off and do its own thing.
