In a few years the US created and populated enter towns, and created a weapon that people still at the time weren't sure could exist. Nukes.

Today... nothing. All anyone is ever doing is just trying to improve existing technology. A little polish here, rounding out the edges there. No new tech is being created.

What gives?

Where's the 4 stage bullet that refires everytime it penetrates something? Or the bomb that liquefies materials that are magnetic?

No. The XM25 has struggled with funding due to overall budget cuts but has been kept around despite that (including when they needed to redesign parts to make it more soldier proof), the LSAT program has regularly exceeded expectations and would greatly lower logistics costs if adopted (giving reason to keep it going regardless of whether it increases soldier effectiveness), and the FWS and soldier "smartphone" are already being issued.

The past few decades of weapons development have been about making weapons now that can actually hit their target. Optics for small arms, thermals for tanks, PGMs for aircraft, improved guidance for cruise and ballistic missiles.

In 1991 PGMs accounted for 10% of bombs dropped, that increased to 68% by 2003 and 100% for the 2012 Libyan campaign. Given that the USAF calculated that a Iraq-era warplane loaded with PGMs was more effective then a Vietnam-era warplane loaded with tactical nukes that is a huge advancement.
