Ghillie suit of trash is a creative one that would work well.

But ultimately it isn't exactly needed. Camo is used for when you don't have cover or could be spotted from long distance. You make yourself part of the environment as you have no part of the environment to duck behind. This all changes innacity as you have fuck tons of cover all around you.

Shit, something like the batman suit would work perfectly if you put a grey, white and black pattern on it.

Marine sniper here...

...ghillie suits are more than anything for tying veg, or vegetation, to break up your outline. A properly vegged ghillie suit would be completely covered in veg, exposing very little of the burlap, netting and camouflage utilities beneath. That being said, there is nothing in an urban environment you'd want to attach you yourself to blend in. The best concealment is cover. Anyone who says otherwise is an idiot. Good day
