Is pic related a good way to cut length from a rifle barrel?
I'd like to take a used rifle I just got down from 28" to 24" but I don't really want to take it to a smith. I thought one had to have precision millworking tools.

Cutting a rifle barrel with a handheld bandsaw is reatrded and it won't shoot for shit. Gunsmiths use lathes for a reason, if they could get away with a handsaw they wouldn't bother buying them.

Wrong.
You can take length off a barrel with a handheld saw. If you make a fairly square cut and have an abrasive ball and a drill you can clean up the crown and it will shoot just fine.

He clamped a hardened steel jig to the barrel and used a hacksaw, file, and a crowning tool.
