I recently got into guns and found an old gun that belonged to my grandfather. He used it to kill rats in his garage.
It's smooth bore barrel of an unknown caliber, the diameter of the bore is 0,39 inch /1 cm and the length of the barrel is 27,5 inch / 70 cm.
My questions are the following:
What caliber shells does it shoot?
What do the mysterious markings mean?
Could I safely disassemble and clean it without breaking it?

if centerfire I'm guessing .410, if rimfire I'm guessing 9mm flobert
this was a common type of single shot long gun for hunting and extermination in the late 19th century, so I can't really tell you much about who exactly made it

Yep it's .410 with a 2 1/2" (65mm) length chamber.

Where did you measure it? If from the muzzle, it sounds like a .410 shotgun with a choke on it. That would make sense given that it's a single shot break action.
The markings are proof marks. One of them does seem to say .410-65, which would back up it being a shotgun.
It's probably safe to shoot shot out of it. I'd stay away from slugs and steel shot, but that's just general "old shotgun" advice. The one thing you want to be sure of is that it locks up tightly, and that the firing pin can't come down until it's secure.

and to answer the question of whether or not you can disassemble and clean it, sure, I've seen worse condition guns been taken apart, but if the screws are so tight you can't unscrew them spray some penetrating oil on them and let it sit for a while, it'll get down into the threads and loosen it up. you shouldn't try to 'restore' it or anything in my opinion, just clean it up if you want to (though it doesn't look that dirty to me)

well if you've cleaned the barrel and it's pitted to hell, then you might want to get a real gunsmith's opinion on safety, but to really properly clean it out use some patches that are just really soaked in solvent and just keep going through it with regular patches until it's clean, maybe use a copper brush.
Yeah but I don't think I will be going to a gunsmith with it because technically it is an illegal gun because it is unregistered (shit commie country)

Also Liege was practically the weapon factory capital for the entire world for a couple of centuries. You'll find weapons with Liege stamps on any corner of the planet, especially pre ww2.

I can't really tell how bad the inside of the barrel is, but you could try and see if the gun still locks up good.
Hold it by the grip and shake the barrel a little. If there is a LOT of play (if you can get a fingernail between the breech face and barrel that isn't a lot; I'm talking about >1mm gap) between barrel and action I would refrain from using it. It will still work, but it's probably nearing the end of it's lifespan.

Belgium, i'd like to shoot it in my garden, dou you think it would sound a lot like a firecracker or something? I live in a pretty populated area (like most people her t b h, everything is so cramped it sucks) and wouldn't want the neighbors calling the cops.

Eh, It'll probably be one of the loudest firecrackers your neighbourhood has heard (unless your neighbourhood is fucking Molenbeek).
Even though .410 is the smallest shotshell widely available, it still has a lot of power and is quite loud.
I'd say don't shoot in your garden if you don't want someone to call the police.
Clean it, oil it, stash it and maybe find a nice secluded place to blast some cans.

It's for firearms made in Belgium and proofed at Liege. Foreign-made firearms proofed at Liege have a different symbol, a cursive "L" inside a flaming shell.
