Did an ATF rule change take place at the beginning of the year disallowing the sale/transfer of a lower to an out of state buyer because "the lower could be potentially built into a pistol"?

They made stripped lowers no longer rifles, but "other". To buy an item from an FFL you must be 21, unless it is a "long gun", where you only have to be 18. Thus, you now have to be 21 to buy a stripped lower, because it can be turned into a pistol. If the lower has been used as a rifle before, or is partly assembled, then it can be sold as a rifle.
I did not think "other" kept out of state buyers from buying them. Out of state buyers I THOUGHT were kept from handguns, but it could the same same scenario... out of state is only able to buy "long gun"s, therefore no more stripped lower for you.

Its always been like that.
Lowers are transferred generally as firearms, which are not allowed for out of state buyers. Only Shotguns or Rifles are allowed.

pretty sure its been that way where you can only buy longguns as a non resident and even then you need to abide by the laws of your home state.

If the lower is already built with a stock, it's a rifle. If it's stripped it can be built into a "Pistol" and as such must be sent to an FFL in your home state, same as any handgun.
