So I went t try out 2 .357 magnums today (686 and Ruger sp101). I can't even shoot a Ruger target .22 pistol well because I have tiny holocosto arms. That 101 was the most fun I had shooting a handgun, but of course I didn't hit anything. I wasn't too good with the 686 either. I can post my targets if you want.
What are some exercises that I can do to help my arms keep stable and not shake while shooting?

Go get a pistol. Quite heavy but not TOO heavy. Maybe a small .45 or a .40.
Keep it with one arm pointed. Hold it still for as long as you can.
Same bullshit than the military with the pencil. This will actually slightly help with the muscle fiber to get used to that kind of shit. Otherwise, spend more time and get fit to be better overall.

At the very least, do push ups. /fit/ would argue that they are chest exercises, which they are, but my holocaust arms get tired and sore after doing my limit of pushups, so they must be getting a workout in addition to my chest.

You might think so, but your own body weight will provide ample amounts of resistance.
Try to do one. Can't do it? Keep trying. Every day. Many times a day, try to do one.
Eventually you will do one.
Keep doing one at a time until your arms get strong enough for two.
Etc...
You CAN do it. You just have to put in the time and energy.
Also, try to lose some weight while you're at it.

Try some of these exercises
Get some 3-5 lb dumbbells. Hold them out one or two handed in front of yourself for extended time lengths. Keep doing this on a regular schedule.
You can also get 10lb dumbbells and get in square stance. In your centerline rotate them towards you in a circular motion.
You need food advice too.
