They're highly trained bodyguards. Less like military, more like a more militarized secret service. Those guys you see are on ceremonial duty. Last I heard they decided to get pretty crack after JP II got shot, but they've had a couple of scandals among the leadership. Rank and file is pretty zealous I have heard, increasingly so.

Standard sidearms at all times is the SIG P220 pistol and their swords, which are functional. The Halberds are real, but mostly ceremonial. Word is that they have kevlar under the steel armour, which is modernly a grade of high end stainless. They carry the SIG SG 550 rifle for practical use.
Don't let the traditional clothing fool you. These guys are the highest end of vatican security, and are all highly trained, and rather humourless.

They may look goofy and like they just practice parade stuff, but they are a fully-functional force. The Vatican also does have its police force as well as the Italian Carabinieri assigned to Rome.
