If you're not bringing the gun into the country then how are you getting it? Your possession is going to limited to the time of the hunt while under the supervision of a hunting guide/outfitter who is providing the use of the firearm as part of the hunt/guide services.

If you're on a non immigrant visa, you need a hunting license. If you're not here on a non immigrant visa, you can actually buy a gun without a hunting license.
