There is no universal way to measure the "combat power" of a carrier. Kuznetsov is an air defence carrier and normal A2A payload of Su-33 weights almost nothing compared to its maximum capacity allowing the carrier to preform its function effectively and at fast pace. In the meantime F-18 has to carry drop tanks to maintain acceptable combat radius which cripples its flight characteristics and payload capacity.

I can't decide if poor Kuznetsov is either lucky or cursed. It somehow survived the dissolution of the Soviet Union when by all rights it should have met the same fate as Varyag; but the resulting hackjob to finish her has probably crippled her, and she suffers from constant neglect and design decisions that don't seem that great in hindsight.
