There is no universal way to measure the "combat power" of a carrier. Kuznetsov is an air defence carrier and normal A2A payload of Su-33 weights almost nothing compared to its maximum capacity allowing the carrier to preform its function effectively and at fast pace. It's basically a hellship. The crew hate it. Half the toilets don't work because of shitty water pipes that freeze and the HVAC system is defective so there's no heating or AC. The Liaoning is serviceable because unlike the Russians the Chicoms actually have have the money to refurbish and maintain it and even then it's just a training wheels carrier.
