Why did the army buy 3 times a many handguns as there are soldiers in the army? Didn't the M4 replace pistols in 90% of roles. Does army plan to give these guns to literally everyone, or are they just buying them to canabolize when they inevitably get worn out? Still, that's easily twice as many hand guns as you would ever need.
