How about some constructive advice for OP? OP, get yourself a basic HAM operator's manual and find a testing location on the ARRL website. Shit is cheap and relatively easy. Baochangs will be simple when you get a little more knowledgeable on the subject.

In short, broadcasting on most frequencies is for-realsies illegal, broadcasting on walkie talkie frequencies (FRS, GMRS) is sorta illegal (your baofeng not having type certification).

Pay no attention to the manual. It's worthless.
You'll need a programming cable to put memories on the radio, they're like $10 and the software is free. For programming, look up CHIRP, and you'll find guides for your radio.
You can get common memories like NOAA weather reports, FRS/GMRS, and marine channels from CHIRP itself, for other shit you can look up ham radio clubs in your area or check out radioreference.

True story, I used mine last month for a multi state trip to Kansas. Shadow car had a shitty store bought family radio. We got back and he bought a Baofeng for the next run. We travel down south to pick up cars probably every couple months

Baofengs aren't really suited for data transmission. In general, the only type of data that's done over FM is AFSK (audio frequency shift keying) which is a rather inefficient method of data transfer. The only type of data sent this way is APRS (automatic packet reporting system [automated GPS and telemetry shit used by hams]).

Generally, for any type of reliable data transmission, people use FSK (frequency shift keying), or one of its many derivatives. This type of things requires a specific radio, and can't be done from a general purpose FM radio.

I mainly use them to make jammers, but I recently started working on an encrypted radio.
I use the ttl version. You program the modems with a dongle you get for free.
