I don't know if most, but many would hesitate. Of course you can't tell exactly how old someone is, but in real time you classify them as "child" (>aprox 15), "teen" (14-19) and "adult" (<17). The later gets shot, not much discussion there.
Teens... I don't like giving a conclusive answer to this, but a slight hesitation would arise in situations where you got plenty of time to consider things, but in situations where you have to react instinctively- you would shoot him immediately.
Kids are always a problem: even if you have lots of time to evaluate things, and came to deem him as a life threat, you would usually still have heavy doubts about shooting. Even if caught in a situation where you have to shoot or die, some part of your brain would still hold you back for a split second- before eventually pulling the trigger.

*To answer the question, I presented it to a friend that had to shoot a 12-ish year old girl with an IED vest that was running towards him, and then edited from memory the answer that he gave me.

I grew up in a pretty bad neighborhood. Kids start carrying around guns very young. It's not so much hesitation as not expecting it. No one expect a 10 year old to whip out a glock. If however you see a 12 year old running at you pointing/shooting said firearm. You wouldn't hesitate.

Yea, but most soldiers, at least in my country, don't come from "bad neighborhoods", but from middle/high class areas. Though the local culture is very militaristic, the values and education systems are pretty much "modern&liberal"- making kids, for most soldiers, being perceived as something cherished that has to be protected and never as a threat. When that's what your tought about kinds from young age, this setteles in your subconscious and causes this split-second hesitation.
