Under this law a new yorker could get a Utah CCP and be legally allowed to carry in NY, but he wouldn't be allowed to actually own the gun since By requires a permit to own a handgun.

In its current form this would appear to allow you to concealed carry an AR pistol in a bar in downtown Manhattan, so long as there isn't a no guns sign at the door. I'm actually somewhat worried about the possibility of backlash if this bill passes in its current form considering it would be loosening the laws even in states like Arizona and basically destroying them in states like California and New York.

There are no minimum requirements for permits in this bill so Vermont could offer a carry permit with no requirements for people traveling out of state if they wanted (or even sell the permits to people out of state if they wanted).

So lets say I have a residential CC permit for Wisconsin and two out-of-state permits for Florida and Minnesota. I already can CC to all the states in blue( source: http://www.usacarry.com/concealed_carry_permit_reciprocity_maps.html ) and none of the ones in red. Under this new PDF OP posted it would basically mean all the states were essentially blue even if I only had my Wisconsin permit?
