Hyperstealth has a whole article on it. IIRC, it boils down to the military conducting a lot of camo testing with various patterns. They used the Natick testing center. They got legitimately good data and internally drew solid conclusions. Their internal choice was AllOverBrush camo, which looks a lot like Rhodesian camo.
But the General and others with charge of PEO thought it didn't look "FUTURE" enough and demanded a digital pattern. So they took the CADPAT templete and decided to fill in the colors. For their color choices they looked at the data collected from testing to see what colors were most common or worked evenly well in multienvironment use for the winning camos overall. They naturally ended up with a mix of grey shades. The fucking problem is that while grey/desaturated green works well as PART of a multicolored pattern, you can't expect to make a WHOLE FUCKING PATTERN out of grey. It would be like if somebody noticed that MARPAT works well and has some tans in it and concluded that they way to make a better woodland camo is to use nothing but tans.
But you know, prototyping gives us these forgivable oddities. What is unforgivable is that UCP was NOT subjected to the same battery of field testing as other camos before it was adopted. This is where the corruption angle comes in. Because had UCP been given to Natick to undergo testing, it would have been shown to be a turd. In 2007 when the Army reconducted camo tests, UCP was shown to be fucking awful- but by that time it was too late and the camo had been adopted already.

No, the stryker(®) is actually a downgraded version of the Canuck LAV, a downgraded version of the Danish MOWAG Piranha, a cold-war era Western copy of the Soviet BTR-series of wheeled armored personnel carriers.
