All the FBI did was adapt a lightly-loaded 10mm with a smaller casing for their own use. They could give fuck all what other shooters were doing. It just so happened that other LEOs and private citizens tried the new cartridge and genuinely liked it which is why the .40 is so ubiquitous today. There never anything stopping other shooters from using 10mm. The majority simply chose not to support it and manufacturers responded in kind.
