They don't. You just perceive them as making louder because they direct some of the gas (and sound) back towards you

Reflects/diffracts the pressure wave back in your face. It's not that it's louder overall, it's that more of that energy is directed back towards the shooter instead of forward and out.

Loudness is just a function of time and air to propagate sound waves. Without oxygen, which is necessary to breathe, there would be no noise.

It's like trying to hear someone facing away from you talking vs. someone facing to the side of you or towards you talking.

It changes which direction the sound is directed, doesn't make the overall sound louder. In fact, it would probably be quieter downrange.
