The FBI already does most of the leg work in regards to background checks and investigation anyway. The ATF mostly conducts audits of license holders and process tax stamps (they were once just tax men after all). Only occasionally will the actually do investigations, and always it's promoted by other agencies telling them to get off their asses.

The ATF is a fucking mess and doesn't even have proper leadership, so it pretty much can't even be improved properly.
