energy weapons would have to overcome certain obstacles to get mass-produced for infantry.
1- Cost. This may be THE determining factor
2- Power. Current hand-held lazers can blind, but not kill
3- energy dissipation. lasers tend to fan out in a cone after a while, resulting in less energy put on-target.
4- armor penetration. This has to do with power, but simply put no one wants to stand there and focus a beam on something for half a minute.
5- logistics of energy storage/production. Something needs to hold that charge.
However, laser guns may have advantages for long-distance ships that have large amounts of power available, but to whom normal logistics lines cant work. That way, they always have energy instead of carrying around a bullet factory and having to find copper/steel for ammo and whatnot.

Energy weapons are the best.
You can literally vaporize an enemy with these and it has no recoil and doesn't need ammo.
It can also be used to stun only.
