Not exactly dragons breath, but I happen to know that a size B-4 model rocket engine perfectly fits down a 12 gauge barrel and will be ignited by a shell that has only a primer...

Darts may work, but i was thinking of a integrated barrel housing for porting the fumes in such a way as to give a natural spin.
Probably less effective then retractible fins though, with modern tech could easily 3d print a mold for them and have each round ready to go.
Because it's a open top revolver we could just make then compressible.
