Long term (by some point in Block 4), they want to adjust the geometry / positioning / release-force of the hold-back bar, which connects to the nose gear and holds the jet from moving until the catapult's steam has enough pressure to yank the nose gear from the hold-back bar. Because the shaking is a matter of oscillation and resonance, changing the starting point of the oscillation can inhibit it.

They're redesigning the nose wheel for when they do cat launches with no weapons and light fuel as it will be easier on both the airframe and pilot. Hadley a redesign, more like the strengthening of the nose wheel and bar.

Also the nose gear works, its just that it jerks the pilot up and down a bit when the aircraft is launched with the minimum amount of fuel and no weapons.

A redesign implies that basic flight is impaired without re-doing the entire layout. The "design" of the plane is already done and it works well, this is just stress testing. It's something that every plane ever made goes though.

Actually to the contrary, the reason they're (the military, Congress, the goverment) is undertaking some many LRIP phases is for this exact reason. They have a couple hundred planes, fly the hell out of them in all different environments and configurations, figure out what's wrong (if any) then alter certain aspects of software or parts to make up fr those faults. It's one of the lessons learned from the F-16, they built over a thousand of them before they realized that they need to conduct a major mandatory overhaul of every plane built, which ended up costing billions of dollars in 70s money and delaying the program.
