OP is a faggot. But for the sake of being nice I'll let him know what he should use. 4140 for the bolt and barrel, 1080 for non-important shit. You can buy buttons to do your own rifling but you'll need at least a shop press.
If you are going to use stainless, at least use a 400 series.

If you could ECM rifle barrels for cheaper than you can buy them in bulk other companies would have been doing that years ago. Most manufacturers don't rifle barrels themselves. They buy blanks from places like Green Mountain. OP needs to follow convention. Look at other firearms. What materials do they use? What is the typical hardness for that component? How much weight/mass do they have in the bolt?
