So not to long ago I inherited a Remington 700 from my grandfather. While the weapon functions fine, upon closer inspection, I noticed some rust spots on the bolt handle and along the bolt itself (sorry if the picture is kinda blurry). My question is, can this be reversed, or at least kept from getting worse?

This is an easy fix. Spray with CLP and apply with a rag.

Yep, just gun oil and some fine (0000) steel wool. Any modern CLP (Breakfree, g96, etc.) will work just fine for a gun of that type.

Dude here is a free coupon I haven't used it myself, should still work.
use a thin oil for rust removal.
use wax (renaissance wax is the best I've come across yet) for rust prevention on surfaces which don't need lubrication.
be aware that "gun oil" is just regular oil with a massive surcharge.
