Not freely, their orders come through JSOC obviously but it's up to them to choose how they will tackle the objective. In one of Dalton Fury's books he makes an example of this when some Delta dudes are asked to deliver some piece of intel to the local forces or something to that extent. JSOC dudes come up with a plan for them to HALO into the sea, scuba dive onto the beach and use stealth to sneak into wherever they need to get. They just disregarded that, propped up some faux diplomatic papers, put intel into a diplomatic attache pouch and posed as civilians on a train trip to the point itself.

GIGN is almost entirely for anti-terrorism purpose. Commando Marines can do a lot more varied missions.

You should read Beckwith's memoir, I am reading through it right now. In fact I will upload it for you guys.

He doesn't seem like an asshole. Beckwith slugged it out with Special Forces, did a year with SAS which included combat deployments and was accepted by SAS as one of their own - and you should know that nothing is given for free in the SAS. He proposed the Delta Force idea 20 years before it was actually put in motion. His memoirs very concisely showcase all the troubles and frustrations he had to go through in order for Delta to happen, and even more when it did for the first initial period. All the cockblocking done by Rangers and Green Berets who would send shitters and duds to Delta tryouts in order to sabotage the unit, resulting in nobody coming even close to making selection.

SGM Haney mentions this unit in his book "Inside Delta". Delta had helped to stand up and train this unit. Right before the botched raid he was flown in to advise and what he found was bad. I've heard that about that % "started their career in the Rangers" then eventually found their way to Delta, either by trying out while in the Rangers, or later on in their career after say going SF. Also,I served with or went to school with several current/former Rangers and the Rangers do a lot of training with Delta, both as OpFor for them, and other training. So that helps with getting you in the door, especially if you make it through the initial selection and they can only take a X number of guys for the next operators course and it comes down to you and someone else who isn't in a Ranger Bn.
