FWIW: It's hardly surprising that an agency had laws that suited them already drafted.
They'd probably been lobbying for them for some time. Every ministry/agency is going to have some draft laws that they'd like to get passed if they could but keep getting told no.
Then circumstances change and it's more likely that their pet laws will get passed, so they try again.
Alternatively, the PM's policy advisors ask police if they have some gun control suggestions and the police say "Why yes, here's one we prepared earlier"
Then the PM says "I'm making tough decisions and drafting sweeping laws to save Australia, I mean make Australia great again"
And the laws get passed.
Basically the same thing happened after 911 or any other big tragedy whatever.
It's even arguably the job of government departments to be prepared for things and have prepared legislation to do stuff that might need to be done some day. Whether you like gun control or not, it's kind of the job of civil servants to anticipate the will of parliament and be read to enact it.
