With no air resistance:
1st second: 9.81 m/s

And so on. A falling bullet will probably reach around 100m/s. But that is only if the bullet is dropped, or shot perfectly vertical.

A falling bullet is harmless, the problem is its going to be incredibly hard to shoot straight up in the air, and if you fire it not straight up its going to conserve that momentum as it travels in an arc and you just have what we call plunging fire.

But if the bullet is fired at an arc its not going to stall out, its going to conserve some of its inertia and then that inertia will be added to its gravity acceleration as it falls. The exact calculation is going to depend on exact angle and the exact mass of the bullet but a bullet fired at an angle, even 1 degree off of straight up, is going to impact at more than its terminal velocity in freefall.

Exactly what angle will result in a fast enough bullet to be lethal is going to depend on what has been fired, but when the lethality of a gun is up to what angle you have fired it into the air, firing a gun into the air becomes pretty fucking stupid to do. Like shooting at someone behind some wooden posts or something "gee, i dont think this will penetrate.. but it might but.. probably not if i aim for the knots!"

Your example is not equivalent. There is a justifiable reason for a car to be in a parking lot. Yes, its potentially dangerous, yes it might kill someone, but the benifits to society of people being able to drive their cars into parking lots outweighs the occasional price we must pay in someone getting ran over by a car in a parking lot.

There is no benefit to society at all by shooting guns randomly in the sky. And so the occasional death that occurs has bought us nothing.
