For hunting, I would go .30-06 (although there are better options than both)
For target shooting, I would lean .30-06 (again there are better options than both)
For price, I would go .308
For military loads, I would lean .30-06
For reloading, I would lean .308 (you tend to find discarded once fired .308 more often)
For number of choices of guns, I would go .308
For weight per round, .308 is lighter.

Truth is they both are almost identical, with factory loadings that nudge .30-06 slightly faster but not enough that most people would notice from just shooting them.

If you don't have a hunting rifle yet, I would look at whatever is used (and good condition) at any local gun store. Find one that feels right for you and buy it. That will tell you what is the best. There is no use putting a crap ton of money into something you just may not enjoy (I know I didn't enjoy hunting).

Any full sized rifle cartridge (or larger), with proper hunting loads, should be enough to kill any game in North America should the hunter do his part.

.308 mainly because a much wider variety of guns shoot it while ammo cartridges and brass itself are generally cheaper/easier to find with a equal amount of variety. Also, BA rifles have a shorter throw and semi-auto tends to cycle more reliably, but that's just my impression from personal experience.
