Why was the American submarine campaign in the Pacific theatre so successful whereas the German submarine campaign in the Atlantic was a complete failure? America submarines were able to completely cripple Japan whereas the German U-boats were unable to even make a dent in Royal Navy.

RN adapted as many different tactics and technologies as quick as they could in order to combat Germany's u-boats. Convoy systems, sonar, coordinating sea and air assets into submarine hunts. The Japanese did none of that. They would send out supply ships a few at a time without minimal escort, if any escort at all. The only really guarded supply ships were the ones that followed the large fleets/naval ops.

You are wrong when you say that the U-boats didn't put a dent in the Royal navy though.
The following vessels were sunk by U-boats:
-BB HMS Royal Oak
-BB HMS Barham
-CV HMS Courageous
-CV HMS Ark Royal
-CV HMS Eagle

While the effectiveness of U-boats was severely diminished around mid '43 one should not dismiss the grave threat they initially posed through the first three years of the war.

Because Germany simply didn't build enough U-boats to wage a successful submarine campaign. Karl Donitz believed that he would need a fleet of at least 250 U-boats to wage a successful campaign against Great Britain. However, when the war began Germany only had a fraction of that number.

This was because the Z-plan didn't prioritize submarines. It favored battleships. Hitler wanted a balanced naval fleet centered around battleships. Hitler had rejected the earlier X-plan which placed priority on U-boats and long-range cruisers which would be used to raid British ships and isolate Great Britain from outside help. Hitler rejected this plan because it didn't contain enough battleships. Hitler instead favor the alternative "Z-plan" which placed greater emphasis on surface combatants, especially battleships.

History has shown that the Z-plan was a failure. The materials used to construct Bismark, Tirpitz, and the two Scharnhorst-class battleships would have been much better utilized building more U-boats and cruisers for conducting raids against allied shipping.

this is a myth, Donitz got a lot more than 250 Uboats built, there were 700 of just the type VII built. The reason that the Uboats failed is that they were a WW1 design purposely built small, they could only carry about 14 torpedoes. Even during 'happy times' a wolf pack would only sink 2 or 3 ships out of a 40 ship convoy and call that a success. If Donitz allowed production of advanced designs like the type XXI the germans would have been impervious to destroyer depth charge attack and could have sunk all ships in a convoy.

The japanese were never serious about using their own submarines or protecting against american submarines. Americans had better radar to protect against air attack. The submarines were larger and carried much more torpedoes and so sank a lot more ships that were usually unprotected. US submarines was a major reason that Japanese war production ground down to a halt and they lost the war.
