Depends on your situational needs, body, and personal preferences. This is a bad question. It's like asking "what's the best armor insert available?" It just depends. If you're in Aleppo it's probably a SAPI Level 4 plate and then some side plates for good measure, but if you're on a US Marshall fugitive recovery team and you're kicking an apartment door in at 3 AM it's probably going to be some kind of soft armor since it's lighter, more concealable, and you're probably going to deal with nothing worse than a .38 Special or a 12 gauge shell. It's all subjective.

well, there's lots of good stuff. Tyr, Cyre, and First spear cost a lot but have some REALLY good shit. Lbt and Pig are solid designs for $100-$200 less, but they could use updating. then lots of decent $200 range carriers
