The burrowing missile launcher isn't totally bad. It would need a command unit with proper sensors, it would be good against enemies like ISIS. They have little chance of spotting them so they fire short unguided rockets like a RPG-29 at close range. Assuming the launcher unit is disposable it would be cheaper than ATGMs. The launcher units can be relatively dumb, they only need to rotate, and elevate then fire on command, the command unit could calculate everything.

You'd think that there would be some absurd split barrel design that opens up and eats the shell, then rotates and fires. It would at least not be as stupid as a bare shell but alas, it's still quite stupid.
