As a flare gun collector/fanboy,no. Those plastic ones--absolutely not.
If it's all you have for a pistol,and you HAVE to have something for protection, then get some of the .45lc/.410 inserts and one of those metal flare guns.
If you load 2 or 3 inserts,and tape over the end of the cartridge/shell, you can at least speed up your reload time.
There are other calibers you can get for inserts,but you should probably go big,since you'll most likely only get the one shot.

the flare is a strong incendiary weapon that will cause severe pain and can probably neutralise a threat.
the big drawback is that you have a single shot break action weapon.
which is inpractical in pretty much any self defense situation

Personally, I carry the Hunting Rifle as .303 cartridges are much easier to find then flare shells. But sometimes when a bear is roaming too close to my house and I don't feel like I could take it down, I'll use the distress pistol. If you hit the animal, it's guaranteed to do some decent bleeding damage and kill it later. Good luck!
