Doubt it. I'm not Italian, I live in Croatia but every round was accounted for when I did my conscription service and every cop has to account for a single round of ammo (unless they can replace it with illegally obtained rounds).

The Beretta 89 is a target pistol in .22lr. You're probably referring to the Beretta 98, which is a 92 derivative in 9x21mm IMI.

Also, the Polizia di Stato used to be a military force, not a civilian one - they therefore had access to military cartridges. Even though they are now a civilian police force, they still retain their functions in border patrol and customs making them a militarized police. And because they are Italians they don't have a need to organize much, so the Beretta 92s are also in the hands of, for example, the Squadra Volante that did the arrest/shooting.
