To give you a serious answer, rimfire or a pistol caliber carbine are good places to start with a long gun. Rimfire or .38 special out of a .357 magnum revolver are good places to start with a handgun. 20 gauge is a good starter shotgun, but .410 will make you a better shot and 12 gauge is more versatile.

I recommend .22LR as the definitive beginner's cartridge to everyone who asks. The minimal recoil will prevent you from developing a flinching habit, and the low cost will make it affordable to nail the fundamentals.

Unless they've got a professional coach, the stronger recoil is going to encourage the development of bad habits and poor technique. Beginners starting with a smaller cartridge have an easier time getting used to the bang and kick and then graduating to bigger cartriges.

I'm not disagreeing that it's possible learn on any gun, any platform. Hell, for decades people trained on full power rifle cartridges and they turned out fine.
It's just been my experience that complete novice civilians tend to shy away from the noise and kick of larger cartridges, which gives a bigger hurdle to overcome before they get comfortable with the weapon.
Ultimately, the best gun to learn on is the one you enjoy shooting. The gun you enjoy having. The gun you clean when it doesn't really need it because you just like handling it. The one that sits in the corner and makes you smile.

I wasn't thinking about the person not at all interesting in firearms. I think that a person interested in firearms would be much more aware of the noise and recoil and be less afraid of it. Either 9x19 or .45 ACP shouldn't be that intimidating for an uninterested novice and I think it's a much better bet if you will only have a single firearm for a while.

You can learn on pretty much any non-magnum gun. You can learn to drive in a semi with a 60 foot trailer, too. That doesn't make it the best way to learn. Best way to learn to shoot well is with mild cartridges because they are more conducive to lots of practice.
