It seems to vary a bit by country, I imagine it's to help a navy sort through its own ships at a glance I don't think there is a global standard just similarities.
Like I think an Island nation could push a row boat off a dock and call it a frigate and not be legally wrong. Besides the fact that a row boat is not a ship but you understand.

Essentially, modern US cruisers are better-equipped for anti-air warfare and they babysit the carriers and act as the air and missile defense commander within the composite warfare commander scheme. Destroyers are less specialized and usually operate mostly independently from the rest of the carrier strike group.
Destroyers destroy while cruisers cruise. Destroyers are mostly attack oriented and are seen as necessary evil to force your way of life on other people. Cruisers are more laid back and used for defensive purposes. They are sometimes used as command ships in a flotilla, ergo the word cruise control.

Traditionally, cruisers had the size, armor, and endurance to operate independently over large distances, and destroyers where designed to screen battleships from small and fast torpedo boats. With the end of world war 2 how ever, actual cruisers started to go away and destroyers have become larger and more capable.
