Depends on the missile.

Fire and forget on a truck is real good since you can shoot and scoot

For a manually guided missile whether laser or wire guided you have to wait til that shit hits home and in that case being hidden is more important than running.

Easier in both cases for logistics (launcher and missiles all loaded instead of humped by a team) and maneuvering obviously

A vehicle cannot traverse the holes that a good ATGM team can go to in order to find a good vantage point.

Situationally dependent. Thermal is a massive factor.

ATGM's are mounted on cars/trucks/whatever in the middleast as it's a convenient and fast way to move your platform around. When fighting shit tier soviet era tanks with ill trained crews who lack thermal, and being in situated in a desert which can make spotting said trucks difficult with thermal they make a great weapon system. Strking hard and fast with a recce/ambush element ahead of a main force can also be affective.

When fighting a conventional war againts a well equipped enemy, mounting said launcher on a truck can often be suicied. Your thermal signature is massively increased and a white blip such as a warm radiator/engine marks you out quite nicely. Often as not, conventional warfare would he fought with a series of well prepared postions in depth with the rocket tubes in place and the crews taking the launchers as they withdraw and rely on knocking out armour, often on foot.

In all, they work in some scenarios, not in others.
