Not sure about the AP ammo though. There usually isnt much reason to have armor piercing, but there's already that law for the protection of police officers so the AP ammo could still be regulated. Maybe the FBI could be in charge of that now.
Its best not to have the ATF involved in anything related to firearms and ammunition anymore, they've proven they cant be trusted with it.

I still see it being made to supply various military and paramilitary contracts abroad, as a civilian there probably isn't much demand but it's a hot commodity where slavshit x54 is the primary LMG, which is pretty much everywhere.
I'd imagine if the wars ever cool down there would be overruns and it would get cheaper, so not military surplus but surplus in the original sense of the word
