None of this is new; the 7 month slip is in reference to the Block 3F Objective date of August 1st 2017; the ETA as of roughly 2 years ago was October or November 2017. Today (this quote is from the Av Week article):

>“The JPO believes that sometime between 1 November of 2017 and 28 February 2018 we will have flight testing complete; I am driving my team to finish it at that point in time,”

28 Feb 2018 is the official Threshold date for end of SDD / Block 3F release - so long as they don't go past that they're neither technically late, nor is Lockheed penalised.

The Def Sec, Carter, though has said the following:

The "7 month slip" either refers to the idea that it could be finished in February (delayed from August 2017), or refers to the idea that it could slip to May 2018, from November 2017.

So in other words, 1/5 of that cost has nothing to do with the F-35 program at all, and another ~1/3 of the cost comes from new requirements being imposed by the DOT&E via the HASC. The remaining 50% is at fault of the JPO / Lockheed though.

Besides all that, these costs and slips were brought up early November; Aviation Week is just re-reporting it because of some letters between the HASC and Pentagon and in order to try and ride the last of the Trump tweet wave.

The Navy has VFA-101, the Grim Reapers, flying the F-35C operationally now (for training); Navy IOC is scheduled for 2018 and the plan is to eventually have fighter wings comprised of 2x F-35C squadrons, 2x F/A-18E/F squadrons and 1x EA-18G squadron. However, because the Navy needs full squadrons to deploy on its carriers, and because of how deployment cycles work, the first F-35C squadron to deploy operationally on a carrier will by VFA-147 (the Argonauts) in 2021. The USMC on the other hand are deploying 2 squadrons on 2 ships next year, including one to the Middle East, and the USAF are deploying a squadron next year as well somewhere. Italy and Israel have also taken F-35s home and Israel plans for IOC late next year.

The end basic F-35 (ie an F-35 as of Block 3F) will be able to carry the AMRAAM, JDAMs, laser guided bombs, JSOWs and GBU-39 SDB 1's internally; it'll carry the same externally, as well as AIM-9Xs and ASRAAMs on the wingtips. Also the gun internally / externally depending on variant. Specifically, an A or C model carries 2x 2000lb bombs (or 8x SDBs) + 2x AMRAAMs internally, while the B can only carry 1000lb bombs (or still 8x SDBs) + 2x AMRAAMs.

It'll be able to [it can do most of this already] use all of its sensors against air, land or sea targets, it can create synthetic aperture radar images / maps with its radar, it can target jets in any direction via passive radar or IR, pilots can see through the jet with their helmet and the IR cameras around the jet, it can perform electronic warfare better than most fighters, it can fuse data from all of its sensors, as well as all the sensors in its F-35 wingmen in order to improve detection ranges further. In short, it'll dominate against most air and land threats.

In the near future with Block 4 they plan to integrate some 17 new weapons (SDB II, SPEAR 3, JSM, JASSM, etc), as well as add ROVER video data link functionality, cooperative EW. In total 80 "capabilities" are being added in Block 4, including things like improvements to cockpit navigation, etc.

In the further future (after 2025), there'll be new missiles coming that will triple the F-35's internal air-to-air missile capacity, there's also a new engine being developed that'll see range improvements of ~30% and max thrust increased something like 10 or 15%. There'll undoubtedly be drone-commanding brought into play at some point, and also eventually lasers as anti-missile and maybe anti-air or air-to-ground weaponry; possibly podded, possibly as a separate variant or major modification. Stealth will get improved, as will its radar and IR sensors.

Not really, it's already received the F-35's RAM topcoat, but the full treatment would require new F-22s. The radar was also upgraded with F-35 t/r modules, though AFAIK parts of the radar remain old. The F-22 is getting helmet mounted cueing soonish, but not as good as the F-35's (no point, the F-22 has no visual or IR sensors high enough in quality). IR sensor upgrades are not yet planned.
