Well I'm no expert on them, I just picked one up because i saw it for 350 and had to have it but I imagine it had a lot to do with the cartridge. It was used by police and the French military during ww1 in pretty small numbers but the cartridge, which is very similar to .30 carbine was probably considered anemic for most things in a time when everyone used full sized rifle cartridges pretty exclusively. Here's one unfired cartridges next to a fired one, I made thread awhile back because the cases where bulging but I think the poor cases were responsible at least in some degree

The first centerfire rifle I ever bought was a Type 99 that had been sporterized. That was in the fall of 1985 when I was a broke high school kid and there was no internet of which to speak. I still have it. It's one where they set the barrel back a turn and rechambered to .30-06, so now I load .303-06 for the Frankensaka. It's actually a damn good gun.
