What are the pros and cons of one over the other. I've been looking at getting one for a shtf kit (yes I'm one of those).
Originally I was looking at the PC for the simple reason of the added protection however from reading some threads it seems as though maneuverability is more useful, now while I'm aware PCs are quite maneuverable it doesn't have the lightweight nature of a chest rig.
Does anyone have any suggestions? A little info that may influence advice, I'd be panning on bugging in so I'd likely Only wear it on the few times we would head out beyond the perimeter.
Or should I just nut up and get both?

My advice: get a minimalist plate carrier and put polyethylene plates in it, they weigh 2.9lb apiece for level 3.
The catch is that PE doesn't stop steel core at close range, but it stops everything else fine and you can't beat the weight or multihit.

Get a plate carrier and ceramic plates. Offset the extra weight of ceramic by working out in it. If able, train in it at the range.
PE is quite expensive given that you will probably never use it for your intended purpose (SHTF). PE is great for anyone using it in field for work related purposes, etc.

Plate carrier weighs more because it carries plates. Plates can stop boolets.

If getting shot is part of your plan, you should assume you'll get hit in your arm or leg or groin or head: a PC only protects you from heart/lung shots
If it's not, go belt rig. Unless you train with it a lot, a chestrig tends to get caught on shit and can make getting a good shoulder with your rifle hard. You can easily fit 4 rifle mags, 2 pistol ones, an IFAK and utility pouch on a good battle belt while still being able to move well and keeping your front and back clear. Reloads with a belt are also more natural
