Thought the whole thing behind this was it's easier to train someone to drive halftack then it is for a fully tracked vehicle. Also they were simpler to build maybe?

Halftracks don't need the complicated steering gear fully tracked vehicles do, the tracks only provide power and braking.
At the time the were the best compromise between ease of manufacture and capability.
