This pretty much. You can still get deals but you gotta spend the extra time whether it's finding stuff for sale by individuals locally or scouring gunbroker. I actually picked up a gen 4 Glock 19 on gubroker recently for $430, only one mag and no box but hardly used. But that was after watching the G19 listings for like three weeks.

Everything you willingly buy is worth more to you than it costs.
FNX/FNS-9. More often than not you can get a brand new one with three mags and night sights for like $400. There's little to nothing wrong with them other than the fact that they lack the aftermarket support of the Glock 19/M&P9 and that aftermarket mags are ridiculously expensive (but you already got three so whatever).

My department just recently updated to the Glock 31 Gen4 and Glock 32 Gen4(for Female Officers). The city got them for $395 each and Glock provided six magazines for each new sidearm - three magazines that came with them and three extra magazines to keep in the armory. The rest of the saved money was used to get Trijicon 3-Dot night sights and SureFire XC1 or X400 IRc weapon-lights installed on all of them.
