so i'm on the receiving end of UPS lost package inquiries. here's what happens.

package a) marked as delivered but isn't found
b) just goes into limbo and stops updating tracking

customer calls UPS because most sellers don't pay attention to packages since there's too many of them out there. UPS will open lost package inquiry. UPS will try to find package. for this one they'll probably have the driver go to the place where it was supposedly dropped off (if said info is available) and talk to people. at this point the person at the house can, if they feel like it, deny everything unless the driver actually saw them in person/had them sign for it.

UPS will also call the seller and ask if they have any replacements/if a replacement has already been sent. after 7-8 days (forget which) UPS will give the seller the results. either they find it or they pay for it, assuming all the regulations and procedures were handled correctly. if something gets them out of paying they'll probably take that.
